This is such a perfect textbook case of public relations at work I decided to use it in the classroom. As you stare at the girl, it should be obvious this image is not pornographic.
As bikinis go, this is rather modest. The point of the story is not to get people up in arms about the bikini but to get them to look at the billboard which advertises a tanning salon!
Note that on the page is a link to another story expressing "shock and outrage" at the billboard, so of course people will click the link to see what all the fuss is about.

This is "make news" and not only is it not news, it's just a clever covert advertisement for the tanning salon, luring the suckers in with the 'Banned in Boston' (or in this case Auburn) effect.
