This is a blatant attempt to provoke China into a conflict, which will allow the US to justify refusing to repay China the trillions of dollars they have borrowed. In Washington DC's view, losing several million Americans in a war with China is the less costly option to get out of this financial mess the government created.
They have concluded this because the US Government got out of its self-created economic mess of 1907 by getting into WWI. Then the US Government got out of its self-created economic mess of 1929 by getting into WWII.
